Magneto could use Magnetic Sense to capture such whirlpools… even stabilize them for travel. Thus, rather than developing ‘wormholes,’ it would be more accurate to say that Magneto was searching for these ubiquitous whirlpools in the universe.
This was why Yu Zi Yu did not have his Apostle develop a spatial channel. The universe was too vast; merely tearing space to create a spatial channel for interstellar travel was far beyond the capability of a Tier-3 or even Tier-4 Master of Space.
